SUMMARY
OF THE REACTOR OVERSIGHT PROCESS BIMONTHLY PUBLIC MEETING HELD ON JANUARY 29, 2026 On January 29, 2026, the U.S. Nuclear Regulatory Commission (NRC) held its bimonthly public meeting with the Nuclear Energy Institutes (NEIs) Reactor Oversight Process (ROP) Task Force executives, senior industry executives, and external stakeholders to discuss the staffs progress on initiatives related to the ROP. The meeting notice and agenda are located at ML26027A215.
Security Baseline Inspection Program The NRC presented the proposed revisions to the security baseline inspection program and received comments and questions from the external participants. The discussion focused on the changes to the NRC proposal since the last public meeting and the plan for a Commission vote paper on the topic. Specifically, the NRC discussed the proposal to reduce the security baseline inspection program to four inspection procedures: cybersecurity, force-on-force, security operations (performed by the resident inspectors), and security performance (performed by regional security experts).
Emergency Response Facility and Equipment Readiness Performance Indicator NRC informed the ROP Task Force that it is performing a planned self-assessment of the effectiveness of the implementation of the Emergency Response Facility and Equipment Readiness Performance Indicator (ERFER-PI). The results of this assessment will be presented during the next scheduled ROP bimonthly public meeting.
Microreactor Oversight NRC staff presented on a recent white paper (ML25329A275) issued in response to Section 208 of the ADVANCE Act where the agency outlined high level guidance and strategies for the oversight and inspection program for microreactors. External stakeholders expressed interest in how a performance indicator program would be developed.
ROP Baseline Inspection Program Revisions The NRC discussed the highlights in Staff Requirements - SECY-25-0045, Recommendations for Revising the Reactor Oversight Process (ML26026A351). NRC also discussed the status of SECY-26-0014, Recommendations to Revise the Reactor Oversight Process Baseline Inspection Program (ML25247A048) and SECY-26-0015, Revising the Security Baseline Inspection Program including the Force-on-Force Inspection Program (ML25279A191), which are pending Commission decision. These changes aim to enhance the efficiency, clarity, and risk-informed nature of NRC inspections and findings, while maintaining a strong commitment to public health and safety.
Performance Indicator Discussion & Public Comments NEI discussed the status of two Performance Indicator (PI) White Papers in development. The first White Paper, regarding the IE04 Unplanned Scrams with Complications PI, will discuss topics including the history of the IE04 PI, NRC scram response reviews, and the relationship with the IE01 Unplanned Scrams PI. The second White Paper, regarding the Mitigating Systems Performance Index PIs, MS06-MS10, is early in its development. It is anticipated that both White Papers will be discussed further at the March ROP bimonthly public meeting.
The Next ROP Meeting The next regularly scheduled ROP bimonthly public meeting is tentatively scheduled for March 19, 2026.
Communicating with the NRC Staff At the start of all ROP public meetings, the project manager provides contact information for the public to use to provide their name and affiliation as a participant in the meeting. This contact information is also provided for submitting questions and comments to the NRC staff. Conclusion The industry representatives expressed appreciation for the open dialogue and willingness of NRC staff to hear industry views. The NRC management stressed the importance of the NRC being focused on providing reasonable assurance of public health and safety when considering changes to the ROP.
