Dear Dir. Fox:

Enclosed is export license application XSNM3861, accepted for review by the U.S. Nuclear Regulatory Commission on January 23, 2026. Westinghouse Electric Company LLC is seeking approval to export 14 fuel rods to support testing of Gamma Scan equipment to Springfields Fuels Ltd in the United Kingdom. Each rod has zirconium alloy and contains uranium dioxide pellets, some of which will have a boron coating. The fuel rods are planned to remain at the Springfields facility.

Please note that the dollar amount on the NRC Form 7 is proprietary information. The NRC will not include this in the public record and requests that the Executive Branch agencies protect it as well.

Assurances from the United Kingdom that the material will be subject to all the terms and conditions of the agreement for cooperation are required. Please note that the material has obligations to Canada and the United Kingdom.
