OF JANUARY 14, 2026, PARTIALLY CLOSED PRE-APPLICATION PUBLIC MEETING ON PRE-LICENSING CONSTRUCTION ACTIVITIES WITH GENERAL MATTER On January 14, 2026, the U.S. Nuclear Regulatory Commission (NRC) staff held a hybrid partially closed public meeting with General Matter. General Matter requested this meeting to discuss the interpretation of construction as defined in Title 10 of the Code of Federal Regulations Part 70 and their overall approach for pre-licensing construction activities for the planned uranium enrichment facility in McCracken County, Kentucky. The first session of the meeting was open to the public while the second session was closed to the public for discussion of proprietary information. The meeting notice and agenda, dated December 29, 2025, is available in the NRCs Agencywide Documents Access and Management System at Accession No. ML26013A280. The list of attendees and summaries of the open and closed sessions are enclosed.
