Background:

The D2G Power Unit Shipping Container (PUSC) is used to ship non-irradiated D2W power units. The Nuclear Regulatory Commission (NRC) Certificate of Compliance (CoC) (Revision Original) for the D2G PUSC, USA/9798/B(U)F-96, was issued on June 4, 2021, with a defined expiration date of June 30, 2026. Since issuance of the CoC, there have been no operational experiences or container modifications that would preclude continued use of the container.

Request for NRC Action: This letter requests renewal of the NRC CoC for the D2G PUSC, USA/9798/B(U)F-96, in accordance with 10CFR71.38. Enclosure (1) to this letter provides the requested changes to the NRC CoC. There are no technical changes in this request. PREAMBLE

a. This certificate is issued to certify that the package (packaging and contents) described in Item 5 below meets the applicable safety standards set forth in Title 10, Code of Federal Regulations, Part 71, Packaging and Transportation of Radioactive Material.

b.

This certificate does not relieve the consignor from compliance with any requirement of the regulations of the U.S. Department of Transportation or other applicable regulatory agencies, including the government of any country through or into which the package will be transported.

4. CONDITIONS This certificate is conditional upon fulfilling the requirements of 10 CFR Part 71, as applicable, and the conditions specified below.

Description The D2G Power Unit Shipping Container (PUSC) assembly consists of three main components: (1) the barrel assembly, (2) the upper cover, and (3) the lower cover. The PUSC is approximately 31 feet long and 10 feet-8 inches wide at widest point. The D2G PUSC weighs approximately 230,000 pounds when loaded with a D2W power unit.

The D2W power unit is retained in the PUSC by a shipping ring which clamps the closure head and core assembly to the upper ring of the PUSC barrel. Eight studs fasten the shipping ring to the barrel upper ring to secure the power unit. Control rod motion is restrained within the power unit by the control drive mechanisms.

Shipment of D2W power units in the D2G PUSC is limited to a lowest service temperature of 20oF.

The package must not be shipped unless the forecast minimum temperature for the period of the shipment is greater than this lower service temperature.

7.

The package shall be prepared for shipment and operated in accordance with the Operating Procedures in Chapter 7.0 of the application, and each packaging shall be tested and maintained in accordance with the Acceptance Tests and Maintenance Program in Chapter 8.0 of the application.

Air transport of a D2G PUSC loaded with fissile material is not authorized.

9.

Expiration date: June 30, 2026.
