US SFR OWNER, LLC - ISSUANCE OF CONSTRUCTION PERMIT FOR KEMMERER POWER STATION UNIT 1
Dear George Wilson:
The U.S. Nuclear Regulatory Commission (NRC) staff has issued construction permit for advanced reactor (CPAR) No. CPAR-1 to US SFR Owner, LLC (USO) pursuant to Title 10 of the Code of Federal Regulations (10 CFR) section 50.35, Issuance of construction permits. This construction permit, which is immediately effective, authorizes USO to construct the proposed reactor facility, as described in USOs application, in Lincoln County, Wyoming. This construction permit was issued after receiving the report of the Advisory Committee on Reactor Safeguards, dated November 16, 2025 (Agencywide Documents Access and Management System (ADAMS) Accession No. ML25311A150), and as authorized by the Commissions hearing decision, dated March 4, 2026 (ML26063A399).
Enclosed is a copy of CPAR-1, including the associated Environmental Protection Plan (appendix A),
for Kemmerer Power Station Unit 1. Also enclosed is a summary of the Commissions record of decision, which is fully documented in the memorandum and order supporting the Commissions final decision on the uncontested hearing, dated March 4, 2026. A related notice will be forwarded to the Office of the Federal Register for publication.
