RESTART INSPECTION ACTIVITY PLAN FOR CHRISTOPHER M. CRANE CLEAN ENERGY CENTER
Dear Christopher Mudrick:
On September 26, 2019, the Christopher M. Crane Clean Energy Center (CCEC), formerly Three Mile Island Nuclear Station, Unit 1, permanently ceased power operations and removed all fuel from the reactor, as certified in a letter to the U. S. Nuclear Regulatory Commission (NRC) (Agencywide Documents Access and Management System (ADAMS) Accession No. ML19269E480). On November 19, 2024, Constellation Energy Generation, LLC (Constellation) submitted a letter to the NRC requesting exemptions from certain portions of the requirements of Title 10 of the Code of Federal Regulations (10 CFR) 50.82(a)(2) to pursue the potential reauthorization of power operations at CCEC (ML24324A048). The NRCs initial acceptance to review CCECs request for exemptions was documented in a letter on December 20, 2024 (ML24355A057). This letter informs you of the NRCs plans for future inspections at your facility.
The general inspection program discussed in Inspection Manual Chapter 2562, Light-Water Reactor Inspection Program for Restart of Reactor Facilities Following Permanent Cessation of Power Operations, dated April 24, 2025, states, in part, that the NRC will ensure that operational readiness has been reasonably verified across the Reactor Oversight Process (ROP) cornerstones of safety. The Crane Restart Panel has approved an inspection program plan (ML25114A121). If restart is authorized, the NRC will determine the appropriate point to transition NRC oversight to the ROP.
The enclosed site inspection activity plan lists the inspections scheduled through June 1, 2027.
The NRC provides the inspection plan to allow for the resolution of any scheduling conflicts and personnel availability issues. Routine inspections performed by resident inspectors are not included in the inspection plan. Inspection dates may move, depending on the restoration status of equipment and programs, to ensure the NRC can adequately assess CCECs readiness to enter the Reactor Oversight Process. The NRC will contact you as soon as possible to discuss changes to the inspection plan should circumstances warrant any changes.
