Dear Mr. Devaser:
Orano Federal Services LLC (Orano FS) hereby submits for approval a request to amend the BEA Research Reactor (BRR) package CoC (Reference 1),
Docket No. 71-9341. A new Safety Analysis Report (SAR), Revision 20.1 (Enclosure 1) is included. The only two minor changes being made to the SAR are on one of the BRR SAR drawings, 1910-01-05-SAR (from Revision 1 to Revision 2). Of note, this SAR drawing was added in revision 19 of the SAR.
The changes address specifying an additional ASTM standard for fabrication of the RITC Basket tubes (Items 12 and 13). Currently, the SAR drawing only identifies one standard for each tube. For the smaller tube, only a drawn ASTM specification B210 is identified and for the larger tube a seamless pipe ASTM specification B241 is identified. However, due to raw material availability, suppliers currently only have these tubes available as an extruded version, in accordance with ASTM specification B221.
Therefore, for verbatim compliance, the SAR drawing is being amended to specifically include ASTM B221 as an acceptable standard for fabrication for both tubes. Note that ASTM B221, B241 and B210 are already evaluated as allowable standards in the SAR. This is shown in the SAR, where they are identified for all aluminum materials (reference SAR Table 2.2-7), and therefore each type has already been incorporated into the SAR analyses. This drawing revision simply is an administrative update to harmonize the SAR drawing with existing SAR evaluations. There are no other changes to the SAR or CoC requested because of this amendment request. Therefore, of this letter, which is the SAR, has been identified as Revision 20.1. This SAR revision preserves all pages of the currently approved BRR SAR Revision 20, except for inclusion of the updated SAR drawing 1910 05-SAR (Revision 2) in the SAR Appendix 1.3.3, and a new cover and ensuing revision summary page.
