CONNECTICUTS NON-STANDARD LICENSE CONDITION REQUEST

Dear Jeffrey Semancik:

We have completed our review of Connecticuts non-standard license condition request which was received by our office on September 16, 2025. Connecticut submitted a proposed legally binding requirement in the form of a non-standard license condition to explicitly authorize Department access to locations of use, including private residences, for inspection purposes.

The intent of this condition is to ensure that Department personnel can access licensed locations as necessary to verify compliance with license conditions, applicable regulations, and other legally binding requirements. This proposed requirement was evaluated against the corresponding U.S. Nuclear Regulatory Commission (NRC) regulations and applicable guidance, as documented in the enclosed State Regulation Status (SRS) Data Sheet. We discussed the content and applicability of this non-standard license condition requirement with you on December 12, 2025.

Based on our review, we have no comments. We have determined that the non-standard license condition meets the compatibility and health, and safety categories defined in NMSS Procedure SA-200, Compatibility Categories and Health and Safety Identification for NRC Regulations and Other Program Elements.

We request that you notify us when the proposed licensed condition is finally implemented. As requested in NMSS Procedure SA-201, "Review of State Regulatory Requirements," please highlight the final changes, and provide a copy to Division of Materials Safety, Security, State and Tribal Programs, NMSS.

The SRS Data Sheet summarizes our knowledge of the status of other Connecticut regulations, as indicated. Please let us know if you note any inaccuracies or have any comments on the information contained in the SRS Data Sheet. This letter, including the SRS Data Sheet, is posted on: https://www.nrc.gov/agreement-states.
