APPROVAL OF REVISION 4 OF CHAPTER 1 OF THE URENCO TECHNOLOGY GUIDE

letter dated February 6, 2025, Louisiana Energy Services (LES), LLC, doing business as Urenco USA (UUSA), submitted Revision 3 of Chapter 1 of the Urenco Technology Guide (UTG) to the U.S. Nuclear Regulatory Commission (NRC) (ML25273A103). Paragraph 2(a) of the Annex to the Quadripartite Agreement between the United States (U.S.) Government, the United Kingdom, Germany, and the Netherlands (the 1992 Treaty of Washington) addresses management of the UTG, including U.S. Government review and acceptance. Consistent with paragraph 2(a) of the Annex, the NRC is responsible for approving revisions to the UTG. The NRC conducted its review in consultation with the Department of Energy (DOE).
On May 15, 2025, the NRC and DOE met with Enrichment Technology Company (ETC) and Urenco at NRC headquarters in Rockville, Maryland. At this meeting, they reviewed additional data provided by ETC and Urenco in support of the UTG revision. Following that meeting, by \
letter dated July 17, 2025, UUSA submitted Revision 4 of Chapter 1 of the UTG to the NRC, which superseded Revision 3 (ML25273A118). On September 8, 2025, the DOE sent a letter to the NRC recommending approval of Revision 4 of Chapter 1 for use (ML26012A142). Based on its review and receipt of the DOE letter, the NRC approves the revised UTG for use by UUSA.
