Dear Dir. Warden:
Enclosed is an export license application XB1369/01, received by the U.S. Nuclear Regulatory Commission dated November 18, 2025, from Troxler Electronic Laboratories, Inc., requesting amendment 1 to export license XB1369. This license presently authorizes the export of four portable moisture density gauges, each containing a Cs-137 source with an activity level of 0.000333 terabecquerel (TBq), not to exceed 0.001332 TBq of Cs-137 for all four gauges. Each gauge also contains an Am-241/Be source with an activity level of 0.001628 TBq, not to exceed 0.006512 TBq of Am-241/Be for all four gauges to Iraq.
The purpose of the amendment is to: 1) extend the date of expiration by two years; and 2) add six devices with 2 sealed sources installed in each portable nuclear moisture density gauge, for quality control testing of construction materials in the field.
Since Iraq is on the embargoed list (10 CFR Part 110.28), before taking action on this request, we would appreciate your views, in accordance with established procedures and from the overall perspective of the Executive Branch, as to whether the requested export meets the applicable criteria in the Atomic Energy Act of 1954, as amended.
