J. Warden January 9, 2026 James Warden Director, Office of Nuclear Energy, Safety & Security Bureau of International Security & Nonproliferation U.S. Department of State 2201 C Street, NW, Room 3320 HST Washington, D.C. 20520

Dear Director Warden:

Enclosed is an export license application, XSNM3858, received by the U.S. Nuclear Regulatory Commission on December 8, 2025. Mirion Technologies (IST) Corporation is seeking approval to export 2 wide range fission chamber assemblies, each containing 0.00181 kilograms (kgs) of uranium, enriched up to 93%, containing 0.00168 kgs of uranium-235 in the form of U3O8 coating on an internal sealed electrode. These assemblies will be used for measurement and monitoring of thermal neutron flux radiation for the NRC Petten High Flux Reactor (HFR) in the Netherlands.

Please note that the dollar amount on the NRC Form 7 is proprietary information. The NRC will not include this in the public record and requests that the Executive Branch agencies protect it as well.

Assurances from the Netherlands that the material will be subject to all the terms and conditions of the EURATOM agreement for cooperation are required. Please contact Lara Garrity at Lara.Garrity@nrc.gov with questions and please forward associated responses to ecnp_ebresponse.resource@nrc.gov.

Sincerely, X

Andrea Ferkile Andrea Ferkile, Branch Chief Export Controls and Nonproliferation Branch Office of International Programs
