STATUS OF RECOMMENDATIONS: AUDIT OF THE U.S. NUCLEAR REGULATORY COMMISSIONS TRAVEL CHARGE CARD PROGRAM (OIG-NRC-25-A-01)

REFERENCE:

OFFICE OF CHIEF FINANCIAL OFFICER, EMAIL DATED DECEMBER 30, 2025 Attached is the Office of the Inspector Generals (OIG) analysis and status of recommendation as discussed in the agencys response dated December 30, 2025.

Based on this response, all recommendations associated with this report are now closed.

The audit is considered closed.

Audit Report AUDIT OF THE U.S. NUCLEAR REGULATORY COMMISSIONS TRAVEL CHARGE CARD PROGRAM Status of Recommendations (OIG-NRC-25-A-01) 2 Recommendation 1.1:

Develop and enhance procedures for travel charge card terminations to ensure the timely closure of travel charge card accounts for separated employees.

i. NRC implemented a travel charge card Power APP in 2025 where individual employees can request Travel Card De-Activation at separation:

The OIG reviewed the travel charge card Power APP and confirmed it allows employees to request travel card deactivations. OCFO also provided the OIG with a Procedure Guide for Reviewing US Bank Limits and Status, which defines the steps for HRs monthly review of the employee status reports to ensure the timely closure of travel charge card accounts for separated employees. This recommendation is now closed.

Review and, as necessary, adjust the individually billed accounts to ensure compliance with the established credit limits in the NRC Plan.

OCFO provided the OIG with the results of its review and adjustments to the individually billed accounts. This recommendation is now closed.

Audit Report AUDIT OF THE U.S. NUCLEAR REGULATORY COMMISSIONS TRAVEL CHARGE CARD PROGRAM Status of Recommendations (OIG-NRC-25-A-01) 4 Recommendation 2.2:

Establish a process for conducting periodic reviews of travel charge card accounts to strengthen oversight and monitoring of individually billed accounts and help ensure adherence to the credit limits defined in the NRC Plan.

Agency Response December 30, 2025:

Status: Remediated Evidence: Travel IBA Limit Policy Guide_Signed by CAB BC_12.30.2025 OIG Analysis:

OCFO provided the Travel IBA Limit Policy Guide that defines the approved credit limits. In addition, OCFO provided the OIG with the Procedure Guide for Reviewing US Bank Limits and Status, which defines the steps for a monthly review of bank credit limits. This recommendation is now closed.

Audit Report AUDIT OF THE U.S. NUCLEAR REGULATORY COMMISSIONS TRAVEL CHARGE CARD PROGRAM Status of Recommendations (OIG-NRC-25-A-01) 5 Recommendation 3.2:

Develop and implement procedures for periodic reviews of the credit limits for centrally billed travel accounts and adjust these limits, as necessary, for the anticipated operational need.

Agency Response December 30, 2025:

Status: Remediated Evidence: Procedure for Periodic Review of Credit Limits for Travel Centrally Billed Accounts_Signed by Central Allowance Branch Chief_12.30.2025.pdf OIG Analysis:

OCFO provided the procedures for conducting periodic reviews of the centrally billed credit limits. The procedures require that credit limits be reviewed annually and completed by the end of the first quarter of each fiscal year.
