ACRS Full Committee and Subcommittee Structure (January 2026)
Committee Officers Chairman: Greg Halnon Vice Chairman: Dave Petti Member-at-Large: Craig Harrington In order to perform effectively and efficiently to advise the Commission, the Committee requires a balance of member expertise on: accident analyses; thermal hydraulics; nuclear fuels (including light-water reactor fuels, advanced non-light water reactor fuels, liquid fuels, and use of high-assay low-enriched uranium); reactor physics; materials for light-water and non-light water reactor structures, systems and components, often in high-temperature and fluence environments; equipment reliability; seismic and civil/structural engineering; digital instrumentation and control and electrical systems; human factors in reactor operation; probabilistic risk assessment; and general knowledge on plant operations, including regulatory expertise.
Subcommittees In June 2025, the ACRS began implementation of Executive Order (EO) 14300, Ordering the Reform of the Nuclear Regulatory Commission, Section 4.(b) in accordance with Commission direction. The ACRS Subcommittee Structure aligns with the ACRSs statutory obligations. As shown in this flowchart, all ACRS reviews will now focus on issues that are unique, novel and noteworthy. Subcommittees convene when the ACRS needs to review a specific issue.
New Reactors Subcommittee, Chairman Walt Kirchner This subcommittee reviews new reactor applications and associated documents with a focus on the unique, novel and noteworthy design aspects of the reactor. The new reactor applications and associated topical reports will have a lead member for the design centered review as detailed in the attached Design Center Review Table.
Reactor Safety Standards Subcommittee, Chairman Tom Roberts This Subcommittee reviews proposed reactor safety standards, which includes proposed draft and final rulemakings, regulatory guides, and generic topical reports. The Subcommittee Chairman will work ACRS members and support staff to assign leads to specific reviews.
Plant Operations Subcommittee, Chairman Matt Sunseri This Subcommittee reviews issues involving operating reactors referred to it by the Commission. The Subcommittee Chairman will work ACRS members and support staff to assign leads to specific reviews. Currently there are two plant operations Subcommittee issues referred to the ACRS by the Commission:
