SECURITY ADVISORY FOR AFFECTED OPERATING POWER REACTOR AND INDEPENDENT SPENT FUEL STORAGE INSTALLATION LICENSEES SA 2026-03
SUBJECT:
NATIONAL SPECIAL SECURITY EVENT FOR THE 2026 PRESIDENTIAL STATE OF THE UNION ADDRESS The U.S. Nuclear Regulatory Commission (NRC) and the U.S. Department of Homeland Security collaborate to enhance the ability to prevent, protect against, prepare for, and, if necessary, respond to and recover from terrorist attacks during periods of heightened alert.
The Secretary of Homeland Security has designated the 2026 Presidential State of the Union Address, which will take place in Washington, DC, on February 24, 2026, as a national special security event (NSSE). To date, the NRC has received no information concerning a specific, credible threat toward any U.S. nuclear facility or licensed material during this period.
As a prudent precautionary measure, the NRC is requesting that licensees located within an approximate 80-kilometer (50-mile) radius of the NSSE (area of concern), maintain heightened vigilance for potential security threats to that facility during the time period surrounding the 2026 Presidential State of the Union Address. The NRC recommends that licensees consider implementing elevated protective measures and provisions, such as those specified in Regulatory Issue Summary (RIS) 2002-12A, Revision 1, Power ReactorsNRC Threat Advisory and Protective Measures System; RIS 2002-12I, Revision 2, Transportation of Spent Nuclear Fuel Greater than 100 GramsNRC Threat Advisory and Protective Measures System; and RIS 2002-12D, Revision 1, Independent Spent Fuel Storage Installations Using Dry StorageNRC Threat Advisory and Protective Measures System, all dated August 24, 2011, respectively.
The NRC will continue to monitor threat-related reporting and other relevant developments and will coordinate its assessment activities with other Federal and State agencies for any indication of a threat to licensees.
For licensees subject to Title 10 of the Code of Federal Regulations (10 CFR) 73.1215, Suspicious Activity Report paragraphs (d) or (e), licensees must report any information regarding threats or suspicious activities in accordance with 10 CFR 73.1215. For licensees that have been approved for an exemption to 10 CFR 73.1215, the licensees should follow the commitments incorporated into the NRC-approved exemption.

2 The NRC requires licensees to contact each of the listed organizations or agencies in the following order:
local law enforcement agency, local Federal Bureau of Investigation field office, NRC Headquarters Operations Center at 301-816-5100, and applicable Federal Aviation Administration contact (if an aircraft incident).
If the NRC receives additional information concerning site-specific or general threats involving radioactive materials, the NRC may recommend taking additional site-specific actions, provide guidance specific to any new information received, advise individual licensees to further coordinate onsite activities with offsite support agencies, or otherwise instruct licensees to implement elevated protective measures and provisions described in the NRC Threat Advisory and Protective Measures System, as appropriate. Backfitting Statement: This security advisory does not add, eliminate, or modify the structures, systems, or components of a power reactor or an independent spent fuel storage installation (ISFSI) or the procedures or organization required to operate a power reactor or ISFSI and, therefore, does not constitute backfitting as defined in 10 CFR 50.109, Backfitting, or 10 CFR 72.62, Backfitting.
