Dear Mr. Statile:

By letter dated October 6, 2025 (Agencywide Documents Access and Management System (ADAMS) Accession No. ML25280A238), REPLOY Power, Inc. (REPLOY) submitted to the U.S. Nuclear Regulatory Commission (NRC) a white paper titled Environmental Impact Report Approach for SPS [Submerged Power System] Units, Revision 0 (ML25280A239).

The white paper outlines REPLOYs strategy for evaluating the environmental impacts of its SPS units, which consist of advanced nuclear reactors deployed in maritime environments.

REPLOY proposes a generic Environmental Report methodology that can be applied across various maritime deployments, aiming to streamline regulatory processes, reduce repetitive site-specific environmental assessments, and accelerate deployment.

The NRC staff has completed its assessment of the white paper and identified areas where additional details may be necessary, as outlined in the enclosure to this letter.

Enclosure NRC Staff Feedback on REPLOY Power, Inc.s White Paper on Environmental Impact Report Approach for SPS [Submerged Power System] Units 1.

This white paper proposes, at a high level, a maritime Generic Environmental Impact Statement (GEIS) process with bounding parameters that REPLOY would develop. The white paper reflects a process similar to one that the NRC is moving towards (New Reactor GEIS and Nth-of-a-Kind microreactor licensing process).

2.

There are no specifics on postulated accidents or any other impacts. Those impacts can be quite different from a land-based reactor.

3.

The idea of ocean/location specific appendices to the GEIS is a good one and would allow for a more streamlined-focused review based on location.

4.

NRC is currently not assessing Environmental Justice impacts.

5.

REPLOY should ensure that the project is in accordance with all environmental U.S.

laws and regulations as well as those that apply in international waters.
