[External_Sender] Automatic reply: Follow-up-Section 106 Consultation Process Global Laser Enrichment LLC license application for the Paducah Laser Enrichment Facility in McCracken County, Kentucky Thank you for contacting the Quapaw Historic Preservation Program. If you are contacting our office with an information request, please disregard the information below. We will respond to your request when able.

If you are requesting a review of a federal undertaking, our nation has requirements for review submission. It is your responsibility to submit your review request correctly. If you do not, then you are not compliant with federal requirements and will delay your review.

Please note:

  • Electronic copies will be accepted; however, we cannot accept any compressed files.
  • All review requests should be sent to this email address.

o PAs/MOAs may be sent to section106@quapawnation.com and bburtrum@quapawnation.com.

o If your project does not provide or have a determination, your project is not ready to be submitted for review. Please reference 36 CFR 800 for details on how to be compliant with federal requirements and re-submit your project with determination.

  • Subject lines for Section 106 requests should always be written as follows: Proposed Name of Undertaking, Location, County, State. Failure to follow this standard will result in delaying your review.
  • We do NOT appreciate receiving multiple emails and letters regarding your review request. If you choose to do this, it can and likely will result in confusion over your project which will most likely delay our review. If you choose to submit both an email and a letter, please note this in your correspondence. If you choose to send multiple pieces of correspondence, please note the date and subject line of any previous correspondence that was sent. Also please be aware that following this practice is not helpful and results in a waste of both your and our time.
  • All Section 106 correspondence should always be addressed to the QHPP Director or QHPP Office. Any applicants who choose not to follow this standard greatly increase the amount of time needed to review your project and greatly increase the likelihood that your project will not reach our office. If an agency chooses to address and send the review request to any other person or entity in the Quapaw Nation the 30 day shot clock described in 36 CFR 800 will not begin and your review will not be compliant with 36 CFR 800.

o Please note that this means emailing a review request to our tribal chairman or elected officials does not initiate consultation and is not considered respectful consultation. You would not submit a review to a state governor and expect a state historic preservation office to receive your email and respond. Please do not do this to our office either. We are the officially designated point of contact in accordance with signed agreement documents between our nation and the federal government. It is our offices job and governmental function to receive consultation requests and update our leadership accordingly. If you would like to copy our elected officials, you are welcome to do so. However, all correspondence must be sent to our office, or your request will not have been officially received by the Quapaw Nation.

  • The body of a Section 106 request must include a paragraph providing a brief description of the undertaking and level of proposed ground disturbance. Your agency's determination of effect must be included, as well as a description of any attachments and unique information about the project. The final paragraph should include your contact information. Superfluous about your organization is not necessary or desired. Failure to include the basic necessary information as described will result in delaying your review.
  • Attachments should include a map depicting the area of potential effect, copies of all CRS work which has occurred, and a copy of any correspondence received from the SHPO for the project if applicable.
  • The Quapaw Nation requires that cultural resource survey personnel and reports follow the Secretary of Interior's standards and guidelines.
