September 5, 2025 James Warden Director, Office of Nuclear Energy, Safety & Security Bureau of International Security
& Nonproliferation U.S. Department of State 2201 C Street, NW, Room 3320 HST Washington, D.C. 20520
Dear Director Warden:
Enclosed is an export license application, XCOM1376, received by the U.S. Nuclear Regulatory Commission on August 4, 2025. Paragon Energy Solutions, LLC is requesting to export new or repaired and replacement parts, as indicated in the application, to South African Nuclear Energy Corporation for use in neutron flux monitoring systems at the SAFARI-1 research reactor located in South Africa.
Assurances from South Africa that the equipment will be subject to Section 109b of the Atomic Energy Act of 1954, as amended are required. Your assistance in obtaining the necessary assurances will be appreciated.
Please note that the dollar amount on the NRC Form 7 is proprietary information. The NRC will not include this in the public record and requests that the Executive Branch agencies protect it as well.
If you have any questions, please contact Ryan Justice at ryan.justice@nrc.gov and please forward your response to ecnp_ebresponse.resource@nrc.gov.
Sincerely, X
Andrea Ferkile Andrea Ferkile, Branch Chief Export Controls and Nonproliferation Branch Office of International Programs
