The U.S. Nuclear Regulatory Commission (NRC) staff conducted the meeting in accordance with NRC Management Directive 3.5, Attendance at NRC Staff-Sponsored Meetings (ML21180A271). The purpose of the meeting was for SMR (Holtec) to provide an overview of the SMR-300 Instrumentation and Control (I&C) Architecture Licensing Topical Report (LTR) and discuss the timeline for the submittal of the document and timeline for the review by the NRC staff.

SMR (Holtec) provided an overview of prior discussions with the NRC staff on topics related to the SMR-300 I&C Architecture LTR, pointing out that the majority of the information covered in those engagements is still applicable, although some updates reflecting the evolved design will be included in the LTR.

In reference to slide 6 of SMR (Holtecs) presentation (ML25233A295), the NRC staff pointed out that while the phase 1 review of Revision 3 of the Mitsubishi Electric Total Advanced Control (MELTAC) digital I&C platform is nearly complete, there is no schedule set for phase 2 of the review. The NRC staff asked SMR (Holtec) to clarify whether it plans to reference Revision 2 or Revision 3 of the MELTAC platform in the SMR-300 I&C Architecture LTR. SMR (Holtec) responded that it primarily plans to reference phase 1 of Revision 3 of the MELTAC platform, while some portions of the LTR will reference Revision 2. The NRC staff cautioned that the draft safety evaluation (SE) for phase 1 of Revision 3 contains generic as well as plant-specific open items, which includes all of the open items from the SE for Revision 2 of the platform. SMR (Holtec) responded that the LTR will not address all open items, and some of the open items would be carried forward, to be addressed in future licensing. SMR (Holtec) stated, however, that it plans to address some of the plant-specific action items in the LTR.

In reference to slide 8 of the presentation, the NRC staff asked if SMR (Holtec) is planning to use the same design-specific review standard (DSRS) that was used for the NuScale design.

SMR (Holtec) responded affirmatively, noting that the DSRS was written generically and there is no need to have a DSRS issued specifically for the SMR (Holtecs) SMR-300 design.

In reference to slide 11 of the presentation, the NRC staff asked SMR (Holtec) to clarify what "site-specific protection logic" is being referred to in the last bullet on the slide. SMR (Holtec) explained that it intends for the LTR to be generic and not address specific logic configuration.

However, the LTR will discuss how SMR (Holtec) plans to address the single-failure evaluation criteria, noting that the completion of protective actions will be addressed during licensing. SMR (Holtec) also clarified that it plans to use the 2016 Edition of the IEEE 7-4.3.2 standard.

The NRC staff asked if SMR (Holtec) would be able to perform an adequate defense-in-depth and diversity assessment or if it would have to be deferred to future licensing. SMR (Holtec) responded that a portion of the assessment will be addressed during licensing but the method will be described in the LTR. SMR (Holtec) also mentioned that it will be using a deterministic approach, and a high-level description of the diverse actuation system will be provided in the LTR.

The NRC staff asked if SMR (Holtec) has addressed comments that were provided by the staff during prior pre-application engagements, such as those engagements listed on slide 5 of the presentation. SMR (Holtec) responded affirmatively. The NRC staff also asked if two additional documents that were previously shared by SMR (Holtec) during pre-application engagements for the predecessor design, SMR-160 I&C architecture and functional independence evaluation for SMR-160, would still be applicable to the SMR-300 I&C architecture. SMR (Holtec) explained that, while there have been some updates, most of the information from these two documents is still applicable and will be reflected in the SMR-300 I&C Architecture LTR.

The NRC staff asked if the LTR will include a discussion on equipment qualification. SMR (Holtec) responded that the SMR-300 I&C Architecture LTR will refer to the MELTAC platform LTR, however, some questions will remain open, to be addressed in future licensing.

At the end of the meeting, members of the public were invited to provide comments or ask the NRC staff questions pertaining to the scope of the meeting. One member of the public provided several comments, most of which were not directly related to the scope of the meeting.

This commenter also expressed concern with the perceived expedited schedule and suggested that the NRC staff should adhere to the schedule that the staff is capable of meeting. Another commenter also expressed concern with the aggressive schedule. The NRC staff responded that the standard review timeline for a topical report is twelve months but the schedule for the SMR-300 I&C Architecture LTR has not yet been determined; the NRC staff will establish the schedule after the LTR is received and accepted for review by the NRC staff. The last commenter asked if the topic of cyber security will be addressed in the I&C Architecture LTR or in a standalone document. The NRC staff responded that cyber security is often discussed in a separate document, but some designers have chosen to address this topic in the I&C architecture LTR.
