For Your Response - Request for Clarification Information (RCI) - Hatch 1 and 2 - RR-P-10 Alternative to Adopt Code Case OMN-32 (L-2025-LLR-0082)
- Adam, By letter dated August 26, 2025 (Agencywide Documents Access and Management System (ADAMS) Accession No. ML25238A190), Southern Nuclear Operating Company (SNC) (the licensee) submitted a RR-P-10 Alternative to Adopt Code Case OMN-32 for the Hatch, Units 1 and 2. The Alternative Request RR-P-10 (including RR-V-5) was submitted to the U.S. Nuclear Regulatory Commission (NRC) for authorization to perform an alternative to specific inservice testing (IST) requirements in the 2022 Edition of the American Society of Mechanical Engineers (ASME) Operation and Maintenance of Nuclear Power Plants, Division 1, OM Code: Section IST (OM Code) as incorporated by reference in Title 10 of the Code of Federal Regulations (10 CFR), Section 50.55a, Codes and standards, for various pumps and valves at Hatch, Units 1 and 2 associated with the Sixth Interval IST Program in accordance with 10 CFR 50.55a, paragraph (z)(1) or 10 CFR 50.55a(z)(2).
The NRC staff has determined that a request for clarification information (RCI is required for the staff to complete its review. The NRC staffs draft RCI was sent to SNC on December 15, 2025.
On December 18, 2025, SNC stated that it did not need a clarification call. SNC will respond to this RCI within 30 days.

Regulatory Basis The NRC regulations in 10 CFR 50.55a(z), Alternatives to codes and standards requirements, state:
Alternatives to the requirements of paragraphs (b) through (h) of this section or portions thereof may be used when authorized by the Director, Office of Nuclear Reactor Regulation. A proposed alternative must be submitted and authorized prior to implementation. The applicant or licensee must demonstrate that:
(1) Acceptable level of quality and safety. The proposed alternative would provide an acceptable level of quality and safety; or (2) Hardship without a compensating increase in quality and safety. Compliance with the specified requirements of this section would result in hardship or unusual difficulty without a compensating increase in the level of quality and safety.
RCIs for Alternative Request RR-P-10 Alternative Request RR-P-10, Section 5, Proposed Alternative and Basis for Use, the licensee states that Upon authorization of this Code alternative to use OMN-32 Revision 1, it is intended to be used in lieu of the previously submitted relief requests RR-P-1, RR-P-2, RR-P-5, and RR-P-6 under NL-24-0421 (ML25030A363).
RCI-1 Alternative Request RR-P-10 states upon authorization, it is intended to be used in lieu of the Alternative Requests RR-P-1, RR-P-2, RR-P-5, and RR-P-6, whereas, NRC staff found that the total number of pumps listed in the Alternative Request RR-P-10 are much more than the combined pumps listed in the Alternative Requests RR-P-1, RR-P-2, RR-P-5, and RR-P-6.
SNC is requested to clarify the discrepancies between the total number of pumps listed in RR-P-10 and Alternative Requests RR-P-1, RR-P-2, RR-P-5, and RR-P-6.
