Dear Mr. Carroll:

On behalf of the nuclear energy industry, the Nuclear Energy Institute (NEI)1 respectfully requests a waiver of fees associated with the U.S. Nuclear Regulatory Commission (NRC) staffs review of the EPRI White Paper: A Whitepaper Regarding the Risk-informed Safety Classification of Pressure Boundary Components for New Construction.

The purpose of this document is to provide a method for a risk-informed approach to categorizing pressure boundary systems, components, and attachments with respect to safety significance. The paper outlines a framework for determining the Risk-Informed Safety Classification (RISC class) for new reactor plant construction.

This request meets the criteria under 10 CFR 170.11(a)(1)(ii), as the review will assist the NRC in generic regulatory improvements or efforts. The white paper is broadly applicable across the nuclear industry and the requested review seeks to identify initial NRC staff comments or concerns that can be addressed in the future development of a formal topical report. The outcome of this review is expected to support regulatory efficiency and enhance consistency in applying risk-informed principles to new reactor licensing.
