U.S. NUCLEAR REGULATORY COMMISSION VERIFICATION FOR GENERAL ELECTRIC ACCEPTED VERSION TOPICAL REPORT NEDO-21231-A, REVISION 1, BANKED POSITION WITHDRAWAL SEQUENCE (EPID: L-2025-TOP-0031)
Dear Mr. Halac:
By letter dated September 5, 2025, GE Vernova Hitachi Nuclear Energy Americas, LLC (GVHA) and Global Nuclear Fuel - Americas, LLC (GNFA), submitted the approved version (-A) of General Electric (GE) Topical Report (TR) NEDO-21231, Revision 0, Banked Position Withdrawal Sequence (Agencywide Documents Access and Management System (ADAMS)
Accession No. ML25248A319) titled NEDO-21231-A, Revision 1, Banked Position Withdrawal Sequence (ML25248A322), to the U.S. Nuclear Regulatory Commission (NRC). In this letter GVHA and GNFA stated that the -A version of the TR is non-proprietary in its entirety and is -A version of the approved NEDO-21231, Revision 0, Banked Position Withdrawal Sequence, that includes only the addition of the NRC final SE for GE TR NEDO-21231, Revision 0, Banked Position Withdrawal Sequence, and one TR correction (described below) for the errata identified by GVHA/GNFA in the original GE TR NEDO-21231, Revision 0, Banked Position Withdrawal Sequence, during the preparation of -A version for the submittal. In the abovementioned letter GVHA/GNFA indicated that GVHA/GNFA updated TR NEDO-21231, Revision 0, Banked Position Withdrawal Sequence, only to correct erroneous group number for the control rod at location 30-19 on page A-2 in the upper left figure, titled 560 Bundle Sequence A banked position withdrawal sequence [BPWS] Groups 1 through 4, which was changed to 2. As part of -A verification review, the NRC staff also performed a confirmation review of this update and verified that GVHA/GNFA corrected erroneous group number from 3 in the original GE TR NEDO-21231, Revision 0, to 2 in the accepted version NEDO-21231-A, Revision 1, for the control rod at location 30-19 on page A-2 in the upper left figure, titled 560 Bundle Sequence A banked position withdrawal sequence Groups 1 through 4. The NRC staff determined that this correction is acceptable.
The NRC staff has completed its verification review of the accepted version of the TR. The NRC staff verified that the submitted -A version titled NEDO-21231-A, Revision 1, Banked Position Withdrawal Sequence, is acceptable for referencing in licensing applications for nuclear power plants to the extent specified and under the limitations delineated in the NRC final SE and accepted version of the TR that are now approved for use in future licensing actions.
If the NRCs criteria or regulations change so that its conclusion in this letter (that the TR is acceptable) is invalidated, GVHA, GNFA, and/or an applicant referencing the TR will be expected to revise and resubmit its respective documentation or submit justification for the continued applicability of the TR without revision of the respective documentation.
