SUBJECT:
DISBANDMENT OF COMMERCIAL GRADE DEDICATION INSPECTION AND AGE-RELATED DEGRADATION INSPECTION CROSS REGIONAL PANELS PURPOSE:
The purpose of this memorandum is to document the disbandment of the Cross Regional Panel that was established to support consistent evaluation and resolution of inspection findings and proposed enforcement actions under NRC inspection procedures 71111.21N.03, Commercial Grade Dedication, and 71111.21N.04, Age-Related Degradation.
BACKGROUND:
The Commercial Grade Dedication (CGD) and Age-Related Degradation (ARD) cross-regional panels were established via memorandum dated March 23, 2023 (ADAMS Accession No. ML23072A357), to provide technical support and promote consistency in the assessment of inspection findings in areas where the NRC had limited recent inspection experience. These panels were composed of technical experts from the Office of Nuclear Reactor Regulation and regional Branch Chiefs and were designed to assist inspectors in evaluating inspection outcomes and proposed enforcement actions in a collaborative and consistent manner.

2 DISCUSSION:
Since their establishment, the panels have consistently provided valuable insights and technical guidance following CGD and ARD inspections. Their contributions have been instrumental in fostering a shared understanding of inspection procedures and promoting consistent application of NRC guidance across regional offices. As a result of this successful collaboration, inspection staff have developed a strong familiarity with the subject areas and are now well-equipped to independently assess inspection findings. The panels have effectively fulfilled their intended purpose, and their continued operation is no longer necessary to maintain consistency and quality in these inspections.
CONCLUSION:
In recognition of the panels effectiveness and the maturity of the inspection programs they supported, the CGD and ARD cross-regional panels are hereby formally disbanded. Future inspection findings will continue to be evaluated in accordance with NRC policies and procedures, including the use of the Significance Determination Process/Enforcement Review Panel (SERP) process as appropriate.
