Dear Ms. Fox:
Enclosed is export license application XSNM3398/07, received by the U.S. Nuclear Regulatory Commission (NRC) on December 10, 2025, from Global Nuclear Fuel - Americas, L.L.C.
requesting an amendment to active export license XSNM3398/06. The current license authorizes the export of 850,000 kilograms (kgs) of uranium, enriched up to 5%, containing up to 35,000 kgs of uranium-235 (U-235), in the form of uranium dioxide powder for fabrication of fuel assemblies at ENUSA Industrias Avanzadas S.A. facility in Spain. The fuel will be used in European commercial nuclear power plants.
The purpose of this amendment is to (1) increase the U-235 quantity from 35,000 kgs to 42,500 kgs and (2) extend the expiration date from December 31, 2025, to December 31, 2030.
Assurances from EURATOM that the material will be subject to all the terms and conditions of the agreement for cooperation are required. Please note that the material has obligations from Australia, Canada, and EURATOM.
