Dear Mr. Olinski,
There are a few schedule changes to the NRCs review of topical report WCAP-15987-NP, supplement 1, due to the 2025 government shutdown.
PURPOSE:
The purpose of this email is to officially inform you that as a result of the 2025 federal government shut down from October 1, 2025, to November 12, 2025 (43 days), the NRC has completed an assessment and determined that its review of WCAP-15987-NP, Supplement 1, was impacted. The new review schedule milestones are as follows:
NRC plans to transmit the draft safety evaluation (SE) by April 30, 2026, instead of March 30, 2026.
NRC plans to transmit the draft safety evaluation (SE) by June 5, 2026, instead of April 30, 2026.
BACKGROUND:
By letter dated April 25, 2025 (Agencywide Documents Access and Management System (ADAMS) Accession No. ML25115A210), the Pressurized Water Reactor Owners Group submitted Topical Report WCAP-15987-NP, Supplement 1 to Revision 2, Technical Basis for Extending the Dye Penetrant Examination Frequency for the Embedded Flaw Process for Repair of Reactor Vessel Head Penetration (ADAMS Accession No. ML040290241). NRC is currently performing a review of the basis for extending the frequency for dye penetrant testing examinations using the embedded flaw repair (EFR) method to once every successive in-service inspection (ISI) interval. On May 29, 2025, NRC staff transmitted an email (ADAMS Accession No. ML25148A001), notifying you that your request had been accepted for review with the milestone dates mentioned above.
RECENT EVENTS During our monthly status call held on November 18, 2025, I informed you of a delay in the schedule with respect to the WCAP-15987 topical report review. This schedule change takes into consideration NRCs
2 current review priorities and available technical resources. Currently, there are no resource changes impacting the review at this time. This estimate could change due to several factors such as requests for additional information and an unanticipated addition to the scope of the review.
If there are emergent complexities or challenges in our review that would result in a change to the newly estimated completion date or significant changes in the estimated hours, the reasons for any new changes, and a revised estimate will be communicated during our monthly status calls. The changes to the milestone schedule was discussed with and approved by the Director for the Division of Operating Reactor Licensing.
