Request for Exemption Extension from 10 CFR 55.53(e) Requirements for the NIST TR-5 Test Reactor The National Institute of Standards and Technology (NIST) respectfully requests an extension of the exemption previously granted under 10 CFR 55.11 for senior operators Mr. Jeffrey Burmeister and Mr. Andrew Vodopija. The original exemption was previously granted through the beginning of the next requalification cycle on January 1, 2026.

Due to delays associated with the recent federal government shutdown, progress toward restarting licensed activities and completing the associated requalification activities has been unavoidably slowed. As a result, NIST requests that the approved exemption be extended through April 1, 2026. This additional time will allow NIST to resume reactor operations, complete the planned operator training and qualification activities, and ensure a stable and fully compliant operator staffing posture as normal operations recommence.

All conditions associated with the previously approved exemption remain unchanged, and both operators continue to maintain engagement in required training and facility activities consistent with NIST's requalification program.
