Dear Paul Lorskulsint:

By letter dated October 6, 2025 (Agencywide Documents Access and Management System [ADAMS] Accession No. ML25281A317), Louisiana Energy Services, LLC, also doing business as (dba) Urenco USA (UUSA), requested the U.S. Nuclear Regulatory Commission (NRC) an exemption to 10 CFR 71.17 for the domestic transportation of uranium hexafluoride (UF6), enriched to greater than 5, but less than 10 weight percent (wt.%) uranium-235 utilizing 30B cylinders within certified DN30 transportation packages.

In connection with our review, we need the information identified in the enclosed request for additional information (RAI). To assist us in scheduling the NRC staff review of your response, we request that you provide this information 30 calendar days from the date of the transmittal of this letter. Please inform us at your earliest convenience, but no later than 2 weeks before the response date (i.e., December 26, 2025), if you are not able to provide the information by that time frame. The enclosed RAI is password protected. A separate email will be sent including the password to access the document.

We understand that UUSA has a need date of early June 2026. Based on our preliminary evaluation and projection of current review schedules, we anticipate completing our review by April 2026. Please note that this date could change depending on the findings of our technical review, urgent assignments, or other factors, such as whether your responses to the RAIs are or not adequate. The NRC staff estimates that completing the review of your submittal will require approximately 250 staff hours. We will promptly communicate significant schedule and/or cost changes, if any.

The NRC staff is available to clarify these questions, and, if necessary, to meet and discuss your proposed responses.
