Thank you for your notification of a Water Quality Certification for the proposed Southern Nuclear Operating Company, Inc.; Hatch Nuclear Plant, Unit Nos. 1 and 2; Subsequent License Renewal (Operating License Nos. DPR-57 and NPF-5). EPA considered the potential for water quality impacts to a neighboring jurisdiction from the project as certified.

The proposed license renewal will include the discharge of cooling tower blowdown, low volume wastewater, sanitary wastewater, intake screen/strainer backwash, and industrial stormwater into the Altamaha River in Appling County, Georgia. The project site lies in the Bay Creek-Altamaha River HUC12 (030701060106), which is part of the Altamaha HUC8 (03070106). Discharges from the project site will flow in the Altamaha River for over 100 river-miles before reaching the Atlantic Ocean near Darien, Georgia.

EPA will not issue a may affect determination for this project pursuant to CWA Section 401(a)(2).

Description:

The U.S. Nuclear Regulatory Commission is considering an application for the subsequent renewal of Renewed Facility Operating License Nos. DPR-57 and NPF-5, which authorize Southern Nuclear Operating Company, Inc. (SNC) to operate Edwin I. Hatch Nuclear Plant (HPN), Unit Nos. 1 and 2, respectively. The operating licenses (OLs) were initially renewed in 2002. The current Unit 1 OL will expire at midnight on August 6, 2034, and the current Unit 2 OL will expire at midnight on June 13, 2038. The subsequent renewed licenses would authorize SNC to operate HPN for an additional 20 years beyond the period specified in each of the current licenses. The HNP units are boiling-water reactors designed by General Electric and are located near Baxley, Georgia. HPN is categorized as a Steam Electric Power Generating Point Source under 40 CFR Part 423. The HNP uses a closed-loop system for main condenser cooling and discharges an approximate average of 41 MGD of cooling tower blowdown, low volume wastewater, sanitary wastewater, intake screen/strainer backwash, liquid radwaste and stormwater. The Altamaha River serves as the receiving waters for HPNs discharges. The nature of HPNs discharges is further described in Section 3.6.1.2 of SNCs Environmental Report (ER) and HPNs current National Pollutant Discharge Elimination System permit (No. GA0004120) and Fact Sheet, included as Attachment A to HPNs ER.
