Dear Director Warden:
Enclosed is export license application XCOM1378, which was received by the U.S. Nuclear Regulatory Commission (NRC) on September 4, 2025. In this application, Eaton Corporation requests to export 19 clevite seals to be used at the Qinshan Nuclear Power Plant, Units 1 and 2 located in Haiyan, China. The clevite seals will be exported to BWXT Nuclear Energy Canada and IES & NUTECH Enterprises Inc., both located in Canada, and will be incorporated in ram assemblies, which will then be sent to China for use in the fueling machine heads at the Qinshan Nuclear Power Plant, Units 1 and 2.
Before taking action on this request, we would appreciate your views, in accordance with established procedures and from the overall perspective of the Executive Branch, as to whether the requested export meets the applicable criteria in the Atomic Energy Act of 1954, as amended.
Additionally, your assistance obtaining the necessary 109b assurances from the Government of Canada is appreciated. It is our understanding that the Executive Branch has accepted the generic assurances provided by the Canadian Government in 1998 for similar exports of components via Canada to China. Therefore, unless the Executive Branch determines otherwise, we will not require additional assurances from the Government of China.
