Meeting Summary:

The U.S. Nuclear Regulatory Commission (NRC) staff conducted the meeting in accordance with NRC Management Directive 3.5, Attendance at NRC Staff-Sponsored Meetings (ML21180A271). The purpose of the meeting was for SMR (Holtec) to provide an update regarding the contents of its planned Limited Work Authorization (LWA) application for the SMR-300 project, including anticipated exemption requests, and to discuss the technical and regulatory considerations relevant to the LWA application scope.

During the open portion of the meeting, SMR (Holtec) presented its proposed application timeline and discussed the regulatory history of the LWA rule. SMR (Holtec) highlighted its plans to submit the LWA application by the end of calendar year 2025, followed by the submittal of a construction permit application (CPA) within 18 months following the LWA application. SMR (Holtec) also stated that it plans to submit an environmental report that will cover both the LWA and the CPA. SMR (Holtec) highlighted that to the extent possible, existing information about the Palisades site will be leveraged (for example, data from the existing meteorological tower will be used).

At the end of the open portion of the meeting, members of the public were invited to provide comments or ask the NRC staff questions pertaining to the scope of the meeting. One member of the public provided several comments, most of which were not directly related to the scope of the meeting. The commenter also expressed a concern with the perceived expedited schedule of the LWA application review and stated that a full review under the National Environmental Policy Act would be required.
