NUCLEAR REGULATORY COMMISSIONS TRAVEL CHARGE CARD PROGRAM (OIG-NRC-25-A-01)
REFERENCE:
ACTING CHIEF FINANCIAL OFFICER, OFFICE OF CHIEF FINANCIAL OFFICER, MEMORANDUM DATED SEPTEMBER 23, 2025 Attached is the Office of the Inspector Generals (OIG) analysis and status of recommendation as discussed in the agencys response dated September 23, 2025.
Based on this response, recommendation 5.1 is now closed. Recommendations 1.1, 2.1, 2.2, and 3.2 remain open and resolved. Please provide an updated status of the open, resolved recommendations by December 31, 2025.

Audit Report AUDIT OF THE U.S. NUCLEAR REGULATORY COMMISSIONS TRAVEL CHARGE CARD PROGRAM Status of Recommendations (OIG-NRC-25-A-01) 2 Recommendation 1.1:
Develop and enhance procedures for travel charge card terminations to ensure the timely closure of travel charge card accounts for separated employees.
Agency Response September 23,2025:
Remediation was delayed due to Executive Order 14222 travel charge card freeze, but draft procedures are in progress and remediation is expected by December 31, 2025.
OIG Analysis:
OCFOs previous response proposed the development of a quarterly control procedure for the timely closure of travel charge cards for separated employees. The recommendation will remain open until management provides the written procedure and evidence of its implementation.

Review and, as necessary, adjust the individually billed accounts to ensure compliance with the established credit limits in the NRC Plan.
Agency Response September 23,2025:
Remediation was delayed due to Executive Order 14222 travel charge card freeze, but draft procedures are in progress and remediation is expected by December 31, 2025.
OIG Analysis:
OCFOs previous response proposed actions to review and adjust the individually billed account credit limits. The recommendation will remain open until management provides evidence of tracking the credit limit increases and of the completed review of the individually billed accounts.

Audit Report AUDIT OF THE U.S. NUCLEAR REGULATORY COMMISSIONS TRAVEL CHARGE CARD PROGRAM Status of Recommendations (OIG-NRC-25-A-01) 4 Recommendation 2.2:
Establish a process for conducting periodic reviews of travel charge card accounts to strengthen oversight and monitoring of individually billed accounts and help ensure adherence to the credit limits defined in the NRC Plan.

Audit Report AUDIT OF THE U.S. NUCLEAR REGULATORY COMMISSIONS TRAVEL CHARGE CARD PROGRAM Status of Recommendations (OIG-NRC-25-A-01) 6 Recommendation 5.1:
Determine if the $47,791 in questioned costs for first and business class travel are allowable and provide the corrective actions taken on any costs deemed disallowed.
Agency Response September 23, 2025:
OCFO conducted a thorough review of the $47,791 in questioned premium-class travel expenses. We concurred with the OIGs observations regarding missing approvals and data elements at the time of processing.
However, reimbursements were not collected from the travelers due to the financial burden this would impose and the fact that the travel had been approved in advance. The travelers acted in good faith, and the travel authorizations were in place prior to the trips. Therefore, the questioned costs were not the result of traveler error or misconduct.
As a result, OCFO determined that no further follow-up was necessary for these specific costs.
To mitigate the risk of similar issues in the future, OCFO has implemented enhanced review procedures for premium-class and medical accommodation airfare. Specifically, we developed a checklist and memorandum template to ensure all required documentation and approvals are in place before such travel is authorized.
OIG Analysis:
OCFO provided the results of its review, and the OIG examined the premium class checklist and memorandum template, which are designed to ensure all requirements are met prior to authorizing first and business class airfare. This recommendation is now closed.
