LETTER APPROVING INDIRECT TRANSFER OF CONTROL OF EXPORT LICENSE NO. XCOM1373
Dear Ms. Lee:
The U.S. Nuclear Regulatory Commission (NRC) has completed its review of your letters dated September 29, 2025 (ADAMS Accession No. ML25318A241). In this letter, you requested NRC approval for the indirect transfer of control by Mirion Technologies, Inc. of Paragon Energy Solutions with respect to NRC Export License XCOM1373.
Pursuant to Section 184 of the Atomic Energy Act (AEA), no license granted under 10 CFR Part 110 shall be transferred, assigned, or in any manner disposed of, directly or indirectly, through transfer of control of any license to any person unless the Commission, after securing full information, finds that the transfer is in accordance with the provisions of the AEA, and gives its consent in writing.
After reviewing the information you provided, the NRC has determined that the indirect transfer of control is consistent with the applicable provisions of the AEA and the associated regulations issued by the Commission. The Commission has determined that the transfer of control of the license will not be inimical to the common defense and security, or to the health and safety of the public, and all applicable requirements have been satisfied.
Accordingly, pursuant to Section 184 of the Atomic Energy Act of 1954, as amended, the NRC approves the indirect transfer of Export License XCOM1373 as requested.
In accordance with 10 CFR 2.390, this letter and its enclosure will be made publicly available in the NRC Public Document Room and through the NRCs ADAMS system. ADAMS is accessible via the NRC Public Electronic Reading Room at http://www.nrc.gov/reading-rm/adams.html.
