A revision to the PSU Breazeale Reactor Emergency Preparedness Plan (EPP) is hereby submitted.
The changes were made following the guidance of ANSI/ ANS-15.16-2015 (R 2020), "Emergency Planning for Research Reactors/' and NUREG-0849, "Standard Review Plan for the Review and Evaluation of Emergency Plans for Research and Test Reactors." These changes were approved by the Reactor Safeguards Committee on the 15th of October 2025, by a unanimous vote and are effective immediately.
The changes were all minor in nature, primarily intended to improve clarity and incorporate recent facility changes, such as the new beam laboratory. This revision has been implemented without prior NRC approval in accordance with 10CFRS0.54(q) following a review by facility management which determined that the changes did not decrease the effectiveness of the EPP. A full list of changes is attached.
