Attached are the staffs draft SE chapters 3, 6, 7 and 8. As stated in my previous email, these chapters have been reviewed by branch chiefs and received a preliminary review by OGC.
These chapters are not final because they still need to be reviewed by division management and receive the final OGC review. Thus, these preliminary chapters could change between now and the approved SE.All chapters discussed during the ACRS SC meetings has been transmitted to ACRS.

Attached are the staffs draft chapters (1, 4, and 5 non-public) from the safety evaluation (SE) for the Kemmerer Power Station Unit 1 (KU1) construction permit (CP) application to support the ACRS full committee meeting on November 5, 2025. The remainders of the chapters will be provided this week to support the full committee. These chapters have been reviewed by branch chiefs and received a preliminary review by OGC. These chapters are not final because they still need to be reviewed by division management and receive the final OGC review. Thus, these preliminary chapters could change between now and the approved SE.
On March 28, 2024, (Agencywide Documents Access and Management System (ADAMS)
Accession No. ML24088A060) TerraPower, LLC (TerraPower), on behalf of its wholly-owned subsidiary US SFR Owner, LLC (USO), submitted Revision 0 of the preliminary safety analysis report (PSAR) for KU1. On October 3, 2025, USO submitted the revised CP application to address some of the staffs audit questions (ML25276A288), including the corresponding Revision 1 of the PSAR.
THIS NRC STAFF DRAFT SE HAS BEEN PREPARED AND IS BEING RELEASED TO SUPPORT INTERACTIONS WITH THE ACRS. THIS DRAFT SE HAS NOT BEEN SUBJECT TO FULL NRC MANAGEMENT AND LEGAL REVIEWS AND APPROVALS, AND ITS CONTENTS SHOULD NOT BE INTERPRETED AS OFFICIAL AGENCY POSITIONS.
