Dear Mr. Tony Brown,

The NRC-approved Armed Forces Radiobiology Research Institute (AFRRI) licensed operator requalification (LOR) plan for the AFRRI TRIGA Reactor Facility, reference (a),

requires pulsing as part of the 2-year requalification cycle. Due to on-going troubleshooting with the pulsing nuclear instrument regarding reliable data capture and transfer for the NPP-1000 module, pulsing has been restricted at AFRRI for the 2024-2025 LOR cycle. The vendor, General Atomics (GA), anticipates that the resolution of the data capture issue will not be resolved until at least early 2026. This delay will prevent the licensed operators from fulfilling the required LOR program pulsing element.

In accordance with 10 CFR 55.59(b), reference b, AFRRI is requesting that pulsing training currently scheduled for November 12-13, 2025, at the Pennsylvania State University (PSU) TRIGA reactor, be used to satisfy the requirements of the AFRRI LOR program for all currently licensed individuals at AFRRI for the 2024/2025 requalification cycle.
