October 22, 2025 OFFICE OF NUCLEAR REACTOR REGULATION NOTIFICATION OF SIGNIFICANT LICENSING ACTION LICENSEE:
Palisades Energy, LLC Holtec Palisades, LLC Palisades Nuclear Plant Docket No. 50-255
SUBJECT:
PROPOSED ISSUANCE OF LICENSE AMENDMENT FOR WHICH A HEARING HAS BEEN REQUESTED (EPID L-2025-LLA-0036)
This is to inform the Commission that a final no significant hazards consideration determination and license amendment approving revisions to the technical specifications to allow the use of Framatome Alloy 690 sleeves to repair defective steam generator tubes as an alternative to removing the tubes from service by plugging at Palisades Nuclear Plant will be issued on or about October 31, 2025. This action is being taken in response to the license amendment request dated February 11, 2025 (Agencywide Documents Access and Management System Accession No. ML25043A348), as supplemented by letters dated May 29, 2025 (ML25149A013), July 30, 2025 (ML25211A324), August 29, 2025 (ML25241A042), September 23, 2025 (ML25266A097), and October 7, 2025 (ML25280A083).
On April 15, 2025, the NRC published in the Federal Register (FR) an opportunity to request a hearing and an opportunity to comment on its proposed no significant hazards consideration determination (90 FR 15722). In response, on June 16, 2025, the NRC received a hearing request on the license amendment request from Beyond Nuclear, Dont Waste Michigan, Michigan Safe Energy Future, Three Mile Island Alert, and Nuclear Energy Information Service (collectively, Petitioners). On August 5, 2025 (ML25217A522), the Atomic Safety and Licensing Board (the Board) issued a Memorandum and Order denying the initial hearing request. On September 2, 2025 (ML25245A244), the Petitioners appealed the Boards decision. The appeal is currently pending before the Commission. The NRC also received a public comment on the proposed action and proposed No Significant Hazards Consideration determination (available at www.regulations.gov under docket NRC-2025-0074). The NRC staffs consideration of this comment is discussed in its safety evaluation.
