STP Nuclear Operating Company (STPNOC) hereby submits the attached changes to the STPEGS Emergency Plan effective on September 25, 2025.
STPNOC has evaluated these changes in accordance with 10 CFR 50.54(q) and determined that it continues to meet the standards of 10 CFR 50.47(b) and the requirements of 10 CFR 50, Appendix E. A summary of analysis and description of changes are attached.

The new revision results in a change of On-shift ERO position tasks, specifically, the Shift Manager as Emergency Director will perform all actions to notify / activate the ERO through the existing EONS offsite emergency notification process. The role of the ENS Communicator currently assigned for this notification will be eliminated.
Change Justification:
EONS simplifies ERO performance of the actions necessary to complete, transmit, and verify receipt of the event notification form. The state and county notification process task difficulty is reduced with EONS.
EONS replaces several aged processes/systems (paper forms, analog phone lines and fax machines) with a software and email system which meet all capability requirements with a single tested and demonstrated technologically-current system. EONS provides greater scalability, reliability, and redundancy with the notification message and the number of messages through multiple, simultaneous electronic means of transmission compared to the current ring-down phone system.
The replacement of the current ring-down phone system with EONS continues to provide the capability to; (1) alert state and local governmental agencies within 15 minutes after declaration of an emergency and provide follow-up notifications, and (2) establish prompt communication among principal emergency response organizations.
Changes to the testing and maintenance requirements continue to ensure that functions are performed or met.
Adoption of EONS for ERO notification provides improved timeliness of this function due to the simplification and streamlining of the process.
The change in ERO notification from Vesta (ENRS) to Everbridge (EONS) continues to meet and exceed the requirements for this Planning Standard. Everbridge allows for additional means to notify the ERO if the primary means in lost. By integrating ERO notification in EONS, it streamlines and improves the process and time it takes for notifying the ERO by removing several steps from the current process.
