NRC, GLE Paducah Laser Enrichment Facility, McCracken County Cultural Historic report, 3 survey forms, and A Phase I Archaeological Reconnaissance for the Proposed Paducah Global Laser Enrichment Facility, McCracken County, Kentucky by Michael J. Curran

Dear Ms. Winchester,

Thank you for your submittal of the cultural resource report, three survey forms, and archaeology report regarding the above-referenced undertaking. We understand the project consists of construction of a uranium enrichment facility in Kevil, Kentucky.

This letter serves to correct a typo in letter KHC #250589, dated April 22, 2025. That letter incorrectly stated that 130.1 acres had been surveyed for archaeological resources. Our comments are otherwise replicated here.

Cultural Resource Analysts, Inc. (CRA) conducted an archaeological survey of the 321.6-acre area of potential effect (APE) between September and December of 2024. We understand methods included pedestrian survey and shovel testing. Three new archaeological sites (15McN253, 15McN254, and 15McN255) and one isolated find were documented as a result of this survey.

Page 2 RE:

NRC, GLE Paducah Laser Enrichment Facility, McCracken County An Equal Opportunity Employer M/F/D CRA recommends that Sites 15McN253, 15McN254, and 15McN255 are each not eligible for listing in the National Register of Historic Places (NRHP). We concur with these recommendations.

We accept the archaeology report without revision.

The Cultural Resource Assessment identified and evaluated all above-ground resources within a 0.25-mile radius around the Area of Potential Effect (APE) of the project footprint. Six resources were identified as part of the survey. Our office concurs with the following eligibility recommendations:

MCN 443 and MCN 444, both residential structures, are Ineligible for the National Register of Historic Places (NRHP)

MCN 444.001 and MCN 444.002, both outbuildings, are Ineligible for the NRHP MCN 445 and MCN 445.001 are Eligible for the NRHP We accept this report and survey forms without revision. The proposed project is not expected to adversely impact any of the resources.

Our office would concur with a finding of No Adverse Effect for this undertaking.

Should you have any questions or concerns, please contact Patti Hutchins or Sarah Jackson of my staff at Patricia.Hutchins@ky.gov or Sarah.McCarttJackson@ky.gov.

Sincerely, Craig Potts Executive Director and State Historic Preservation Officer KHC# 252105 prev. 241837, 250589 CP: peh, sj
