SUMMARY
OF SEPTEMBER 3, 2025, HOLTEC INTERNATIONAL PRE-DECISIONAL ENFORCEMENT CONFERENCE On September 3, 2025, the U.S. Nuclear Regulatory Commission (NRC) staff held a Pre-decisional Enforcement Conference (PEC) with staff from Holtec International (Holtec) to discuss the five apparent violations of NRC requirements identified during a 2024 inspection (ADAMS Accession No. ML25177C973). Holtec requested the PEC to provide additional information to be considered for NRCs final enforcement determination, including determining whether an enforcement action is necessary.
At the beginning of the meeting, the NRC discussed the NRCs Enforcement Process and a overview of the five apparent violations identified by the NRC. Following NRCs presentation, Holtec presented additional information on each of the apparent violations, and corrective actions they have taken or planned. Following the Holtec presentation, NRC asked a series of questions to clarify information presented during Holtecs presentation. Then, the NRC sequestered to caucus on the information presented.
After the caucus, the NRC requested that Holtec provide supplemental information to assist the NRC making a final enforcement determination. Holtec agreed to provide the supplemental information to the NRC by September 9, 2025, and September 16, 2025. The following information was requested:
For Apparent Violations A and B, the NRC requested Holtec provide operating experience of water found in unloaded and loaded casks, and for the configuration of the unloaded casks where water was identified. Additionally, the NRC asked for any communications with the general licensees on potential recovery actions and corrective actions.

For Apparent Violation C, the NRC requested that Holtec provide the final safety analysis report sections and any supporting analysis related to tornado missile impact on the MPC lid for the HI-STORM overpack.
For Apparent Violation D, the NRC requested that Holtec provide the results of a direct comparison to determine changes to an element of a methodology were essentially the same.
For Apparent Violation E, the NRC requested a copy of the quality issue documenting the corrective actions for the violation.
