U.S. Department of Homeland Security Washington, DC 20472 September 25, 2025 Kevin Williams, Director Office of Nuclear Security and Incident Response U.S. Nuclear Regulatory Commission Re: Federal Emergency Management Agency (FEMA) Final Finding for Reasonable Assurance (RA) of the Offsite Emergency Response Plans and Preparedness for the Amendment to the Operating License for the Palisades Nuclear Plant
Dear Director Williams,
Please find enclosed the Final Finding for Reasonable Assurance (RA) of offsite response plans and preparedness for Palisades Nuclear Plant. FEMA Region 5 staff reviewed the information received pertaining to the offsite radiological emergency plans for the Palisades Nuclear Plant (PNP) and the ability for those plans to be successfully implemented. In addition, the Federal Radiological Preparedness Coordination Committee (FRPCC) was provided the opportunity to review the plans.
Plans were reviewed against the sixteen (16) planning standards in NUREG-0645/FEMA REP-1 and found to be adequate.
The offsite response organizations (OROs) successfully demonstrated their ability to implement those plans in the qualifying exercise, conducted on July 29, 2025. Based on plan reviews and the successful demonstration of plan implementation in the qualifying exercise, FEMA has approved the State plans and is reasonably assured that the plans are adequate and can be implemented.
