SUMMARY
OF SEPTEMBER 22, 2025, PUBLIC MEETING WITH THE CURATORS OF THE UNIVERSITY OF MISSOURI On September 22, 2025, an Observation public meeting was held between the U.S. Nuclear Regulatory Commission (NRC) staff and representatives of the University of Missouri -
Columbia Research Reactor (MURR). The meeting was conducted via webinar to discuss a proposed license amendment request (LAR) by MURR staff to revise the MURR technical specification (TS) to reflect planned additions and modifications of the ventilation exhaust systems. The meeting notice and agenda, dated September 5, 2025, are available in the Agencywide Documents Access and Management System at Accession No. ML25248A028. A copy of the presentation used by the MURR staff during the meeting is available at ML25240B260. A list of meeting attendees is provided as an enclosure to this summary.
MURR staff provided a high-level overview of the proposed TS changes related to ventilation exhaust systems. The changes include administrative updates, new monitoring requirements, and alignment with existing surveillance practices.
NRC staff provided comments and questions on the proposed changes, including:
whether cumulative impacts from multiple release points are adequately addressed under TS 3.7 whether the basis for TS 3.7 remains valid with the proposed configuration the need to ensure TS 5.5 continues to require reactor exhaust to pass through the existing stack The NRC staff encouraged MURR to ensure the proposed changes do not affect the assumptions underlying the current licensing basis.
No questions or comments were received from any other attendees. The meeting adjourned at 10:45 AM Eastern Time.
