SUMMARY
OF AUGUST 14, 2025, HYBRID PARTIALLY CLOSED PRE-APPLICATION MEETING WITH URENCO USA REGARDING CENTRIFUGE STORAGE BUILDING CRITICALITY ACCIDENT ALARM SYSTEM EXEMPTION REQUEST On August 14, 2025, the U.S. Nuclear Regulatory Commission (NRC) staff held a hybrid partially closed pre-application meeting with Urenco USA (UUSA) to discuss a forthcoming request for exemption from the regulations that require criticality monitoring for the planned centrifuge storage building (CSB). UUSA plans to submit a request for NRC approval of a permanent exemption from the criticality monitoring requirements of Title 10 of the Code of Federal Regulations 70.24(a) for the soon to be built CSB. The exemption request is based on the UUSA determination that a criticality accident is not credible in the area of the facility, in accordance with section 3.4.3.2 of NUREG-1520, Revision 2, Standard Review Plan for Fuel Cycle Facilities License Applications, and UUSA Safety Analysis Report section 3.2.5.2. UUSA reminded the NRC staff of the similarity of the forthcoming request for exemption to current exemptions that are documented in their License Condition 33 for Materials License SNM-2010.
UUSA informed the NRC staff that they will be submitting the request for exemption in the third quarter of 2025. A member of the public asked if there has or will be any outreach to the public regarding the planned request. The NRC staff responded with ways the public can get involved in NRC activities. UUSA indicated that there have been interactions with the local community on the subject of expansion but not on the specifics of the CSB.
