NOTES:
In accordance with the purposes of Sections 29 and 182b of the Atomic Energy Act (42 U.S.C.
2039, 2232(b)), the Advisory Committee on Reactor Safeguards (ACRS) will hold this Full Committee meeting. In addition, the ACRS is implementing Executive Order (EO) 14300, Ordering the Reform of the Nuclear Regulatory Commission, dated May 23, 2025. Section 4.(b) of the EO states, in part, that the functions of the Advisory Committee on Reactor Safeguards (ACRS) shall be reduced to the minimum necessary to fulfill ACRSs statutory obligations and that review by ACRS of permitting and licensing issues shall focus on issues that are truly novel and noteworthy. The ACRS will only undertake other work as directed by the Commission in accordance with Sections 29 and 182b of the Atomic Energy Act.
Federal Register Notice 90 FR 34522 (https://www.govinfo.gov/content/pkg/FR-2025 22/pdf/2025-13691.pdf) dated July 22, 2025, describes procedures to be followed with respect to meetings conducted by the U.S. Nuclear Regulatory Commissions (NRCs) Advisory Committee on Reactor Safeguards (ACRS) pursuant to the Federal Advisory Committee Act (FACA) and NRC implementing regulations found at Title 10 of the Code of Federal Regulations Part 7, Advisory Committees. Members of the public who desire to provide written or oral input for ACRS Full Committee and Subcommittee meetings may do so and should contact the DFO five days prior to the meeting, as practicable. In addition, there will be time allotted at each meeting for the public to provide oral comments. The DFO will be listed in the FRN for Full Committee meetings and the agendas for Subcommittee meetings.
Participants on the line will be muted except when the Chairman opens the meeting to public comment. When appropriate, members of the public and representatives of the nuclear industry may provide their views during the briefings. Presentation time should not exceed 50 percent of the total time allocated for a given item. The remaining 50 percent of the time is reserved for discussion. Public comments should be limited to 3-5 minutes each.
One (1) electronic copy of the presentation materials must be provided to the ACRS staff at least three (3) full working days before the meeting. NRC staff should ensure presentations are publicly available, if applicable, and declared in the Agencywide Documents Access and Management System (ADAMS) three (3) full working days before the ACRS meeting so the material can be posted in the NRCs public meeting notification system.
Members of the public attending the meeting in-person that are non-U.S. citizens must notify the DFO and present a valid passport during screening. A copy of the passport must be sent to InternationalVisitor.Resource@nrc.gov at least 12 business days before arrival. Members of the public who are not U.S. citizens will need to have their valid passport with them when they arrive. The copy of the passport will not be kept on file, and for recurring visitors, the process will have to be repeated each time.

The ACRS was established by statute and is governed by the Federal Advisory Committee Act, or FACA. The NRC implements FACA in accordance with its regulations found in Title 10 Part 7 of the Code of Federal Regulations. Per these regulations and the Committees Bylaws, the ACRS speaks only through its published letter reports. All Member comments should be regarded as only the individual opinion of that Member, not an ACRS position.
