Below is my summary of the environmental safety meeting and request to supplement the Set-19, RAI-1.

Summary:

On September 4, 2025, the U.S. Nuclear Regulatory Commission (NRC) staff held a call with TRISO-X LLC. (TRISO-X) to discuss supplemental information to support the Environmental Safety responses to the requests for additional information (RAI) received via letter dated August 6, 2025, (ML25218A296). The NRC staff reviewed of the responses and determined there is sufficient information to resolve the Set 19, RAI-2. However, some supplemental information is needed to resolve the Set 19, RAI-1.

During the call, the NRC staff pointed out that the RAI-1 response indicates some portions of the TRISO-Xs uranium feed material may contain contaminants of transuranic and fission products, but the concentrations are small enough to limit any offsite receptor to less than 10 mrem per year from uranium and contaminants.

Although this information is useful, it does not include a commitment for procedures to ensure contaminants from transuranic and fission products are appropriately monitored and controlled. TRISO-X confirmed they plan to develop appropriate procedures to ensure they comply with their possession limits as described in license application Section 1.2.4, Type,Quantity,andFormofLicensedMaterial for contaminants. To resolve the Set 19, RAI-1, please provide in the license application the following:

1. A commitment to maintain procedures that prevent the facility from receiving uranium feed material that contains plutonium or fission product contaminants in excess of the possession limits in License Chapter 1, Section 1.2.4, Item 1; and
2. A commitment to analyze potential plutonium and fission product contamination in uranium feed material and determine if specific surveys for plutonium or fission product radionuclides in the facility are needed to satisfy 10 CFR 20.

TRISO-X confirmed they plan to implement programs and procedures for control of transuranicand fission contaminants, and they would consider updates to the license application and ISA Summary to resolve the Set19, RAI-1. The NRC staff proposed the supplemental information be provided by TRISO-X in an email or with

a cover letter, which the NRC staff could place into ADAMS.The supplemental information should be provided by the end of September 2025.

The meeting participants consisted of the following individuals:

  • Jennifer Wheeler, TRISO-X Vice President, Regulatory Affairs; and
  • Burns Cunningham, TRISO-X Engineer
