Dear Dr. Caffrey,
We received your September 11, 2025, letter and understand your concern regarding the suspension of the U.S. Nuclear Regulatory Commission (NRC) discretionary awards for the Fiscal Year (FY) 2024 University Nuclear Leadership Program (UNLP) Scholarship and Fellowship, Distinguished Faculty Advancement, Trade School, and Community College programs as well as the suspension of the NRC FY 2025 UNLP.
Our decisions were responsive to executive order direction and agency appropriations.
Specifically, on February 26, 2025, the President signed Executive Order (EO) 14222, Implementing the Presidents Department of Government Efficiency Cost Efficiency Initiative, which directed transformation in Federal spending on grants and contracts. Subsequently, on August 7, 2025, the President signed EO 14332, Improving Oversight of Federal Grantmaking, which directs changes and additional oversight for federal discretionary grantmaking.
Further, the Full Year Continuing Resolution Appropriations and Extensions Act, 2025, was passed on March 14, 2025, and did not provide funding for the U.S. Nuclear Regulatory Commissions UNLP for FY 2025. Accordingly, the NRCs discretionary grant programs are on pause at this time until further review and approval by the designated EO 14332, Senior Appointee.
We greatly appreciate your continued support for and participation in the UNLP. We will continue to administer the UNLP, consistent with administration priorities and appropriated resources.
