SUMMARY
OF AUGUST 12, 2025, MEETING WITH THE NATIONAL ORGANIZATION OF TEST, RESEARCH, AND TRAINING REACTORS On August 12, 2025, an observation public meeting was held between the U.S. Nuclear Regulatory Commission (NRC) staff and representatives of the National Organization of Test, Research, and Training Reactors (TRTR). The purpose of this meeting was to discuss rulemaking, licensing, oversight, and upcoming meetings related to the TRTR community. The meeting notice and agenda, dated August 1, 2025, are available in the Agencywide Documents Access and Management System (ADAMS) at Accession No. ML25213A160. A list of meeting attendees is enclosed. The following is a description of the meeting topics.
The NRC staff announced the open comment period for Revision 3 of NUREG-1478, Operator Licensing Examiner Standards for Research and Test Reactors, Draft Report for Comment (ML25199A236). The notice was published in the Federal Register (90 FR 35558). NRC staff provided a demonstration on SharePoint External Sharing (SPxS) and emphasized that the date of the transition from NRC Box to SPxS is scheduled for September 5, 2025.
The 2025 TRTR Annual Conference will be hosted by the Texas A&M Engineering Experiment Station in College Station, Texas from September 8 - 12, 2025. The NRC staff provided a preview of planned NRC Day topics, including operator licensing and an overview of the Oversight and Licensing branches. Related to implementing the Non-power Production and Utilization Facility License Renewal Order, NRC staff will discuss the quality of final safety analysis submissions, how to mark sensitive information, how to request, with good cause, an extension of the deadline for submitting updated safety analysis reports, and the value of using Regulatory Guide 2.7, Preparation of Updated Final Safety Analysis Reports for Non-Power Production or Utilization Facilities, which is available at this webpage.
