Safety Concerns About Palisades Nuclear Plant Restart To the U.S. Nuclear Regulatory Commission and the Atomic Safety and Licensing Board, Case: Holtec Palisades, LLC (Palisades Nuclear Plant), Docket No. 50-255-LA-5 I live at35646 Blue Star Highway in Covert, MI, within the emergency preparedness zone.

I urge you to put public safety first as you consider the proposed restart of the Palisades Nuclear Plant. Restart should not move forward until the fire protection system has been fully upgraded and independently reviewed.

Fire Protection Delays For decades, critical safety improvements have been postponed. Holtec is now seeking another two-year extensionan unacceptable continuation of this pattern. Fire at a nuclear facility is not a routine hazard; it threatens key safety systems and risks radioactive release. A fully modern fire suppression system is an essential part of defense-in-depth and should be required before restart.

Incomplete Safety Review Holtecs filing relies on risk models and sidesteps deterministic accident analyses. This shortcut does not meet regulatory standards and does not give the public confidence that the plant can handle fire or other accidents. Michigan residents deserve a complete and transparent safety case.

Community Risk Any further delay to safety upgrades puts my family, neighbors, and Lake Michigan at risk. Contamination of the lakewhich provides drinking water to millionswould be catastrophic. Trust in both Holtec and the NRC depends on strict enforcement of safety requirements.

I strongly urge you not to authorize fuel loading or restart until all fire protection upgrades are complete and verified. Public safety must come before deadlines.
