Subject:
Abilene Christian University Molten Salt Research Reactor Degradation Management Program Semiannual Status Update Abilene Christian University (ACU) received a construction permit (CP) for the Molten Salt Research Reactor (MSRR) from the Nuclear Regulatory Commission (NRC) on September 16, 2024 (ML24243A040). Permit condition 3.D requires ACU to submit a report to the NRC on a recurring 6-month period on the application of the Degradation Management Program (DMP), including a summary of any program changes that were made during the period, commencing on the date of CP issuance.
In accordance with permit condition 3.D(b), ACU submitted its DMP to the NRC on December 5, 2024 (ML24340A190). No changes to the DMP have been issued.
This letter and Enclosure 1 provide the second semiannual status update on the implementation of the DMP, covering the period from March 16, 2025, to September 15, 2025, and fulfill the reporting requirement under permit condition 3.D.
Subject matter experts met in April 2025 to implement the DMP process to the MSRRs in-scope components. Enclosure 1 summarizes the work completed, including:
identifying in-scope components, grouping components, defining consequential failure, determining applicable degradation mechanisms, selecting mitigation strategies, identifying design, fabrication, and operation requirements for each component group, and outlining next steps.
