Docket, Hearing

Subject:

[External_Sender] Holtec Palisades, LLC (Palisades Nuclear Plant), Docket No. 50-255-LA-5 Date:

Thursday, September 11, 2025 2:43:42 PM Holtec Palisades, LLC (Palisades Nuclear Plant), Docket No. 50-255-LA-5 Direct submission of this Limited Appearance Statement was allowed by the Atomic Safety and Licensing Board, Initial Prehearing Order (ASLBP No. 25-990-02-LA-BD01, Docket No. 50-255-LA-5, August 5, 2025) (ML25217A517).

I have a beautiful view lot in Palisades Park, Covert, MI. I am unable to sell the lot due to the threatened re-opening of the Palisades Nuclear Power Plant. There are humans at risk both north and south of the plant, not to mention the already vulnerable wildlife and lake environment. It's a very desirable area that could be laid waste in the event of leaks, fire or other accident.

Following is a list of our concerns about this antiquated power plant:

  • Repeated Delays in Fire Protection Upgrades: The plant has been allowed to delay required upgrades for decades, and Holtec now seeks another two years. I am very concerned about restarting without these long-overdue safety improvements.
  • Incomplete Safety Evaluations: Holtecs request leaves out required deterministic (accident-based) analyses and relies only on risk models. NRC should not accept an incomplete filing.
  • Public Safety and Emergency Preparedness: Delaying upgrades could increase the risk of fire or loss of cooling. This would be detrimental to families, property values and of course our beautiful Lake Michigan.
  • Accountability and Trust: Holtec and the NRC should be held to the same safety standards as other plants. Our community needs transparency and enforcement of longstanding requirements.
  • Restart Before Safety: Holtec should be prohibited from loading fuel or restarting until the fire protection upgrades are completed and fully reviewed by the NRC. This is a no brainer, seriously???! The place is ancient!!

Thank you for your consideration.
