Dear NRC Rulemakings and Adjudications Staff,
I hereby provide my Limited Appearance Statement in the matter of Holtec Palisades, LLC (Palisades Nuclear Plant), Docket No. 50-255-LA-5.
Please confirm receipt, and place this statement on the docket in accordance with the Atomic Safety and Licensing Boards Initial Prehearing Order (ASLBP No. 25-990-02-LA-BD01, August 5, 2025, ML25217A517).

Barbara (Iris) Potter, Chairperson,Michigan Safe Energy Future-Kalamazoo Chapter I have been involved with work to ensure safety at Palisades for many years and live within the 50-mile radiation range.
Below are the reasons I ask the legal system to intervene on behalf of the Palisades Park residents right next to Palisades and for the rest of us in the range who worry daily about what can happen. I have known about these critical issues for years and why it was the only and correct move to shut it down. Holtecs Palisades restart would be a critical situation for all of us and could lead to critical mass.
- 1. Repeated Delays in Fire Protection Upgrades The plant has been allowed to delay required upgrades for decades, and Holtec now seeks another two years.
- 2. Incomplete Safety Evaluations Holtecs request leaves out required deterministic (accident-based) analyses and relies only on risk models.
- 3. Public Safety and Emergency Preparedness Delaying upgrades may increase the risk of fire or loss of cooling. It is unacceptable and dangerous to not require these upgrades that were needed at the prior Palisades.
- 4. Accountability and Trust Holtec and the NRC should be held to the same safety standards as other plants. The far-reaching community of people, including towns very close and Lake Michigan as the drinking water for millions, is why we must have transparency and enforcement of longstanding requirements.
- 5. Restart Before Safety Holtec should be prohibited from loading fuel or restarting until All upgrades are completed and fully reviewed by the NRC which should take this restart very seriously on behalf of Michigan residents. There are the residents near the plant and thousands of tourists who visit us up and down the 50-mile range. The NRC must realize this is a serious situation.
