Dear Dir Warden:

Enclosed is revised export license application XSNM3849, accepted by the U.S. Nuclear Regulatory Commission on September 4, 2025, from Louisiana Energy Services, LLC. The application requests the export of 28,000 kilograms (kgs) of Uranium, enriched up to 5%

containing 1,300 kgs of Uranium-235 in the form of Uranium Hexafluoride for use as fuel by the Kansai Electric Power Company, Inc. at their Mihama, Ohi and Takahama Nuclear Power plants located in Japan.

The original license application XSNM 3849 dated March 28, 2025, Louisiana Energy Services, LLC, was seeking approval to export 485,000 kilograms (kgs) of uranium, enriched up to 5%,

containing 24,250 kgs of Uranium-235 in the form of Uranium Hexafluoride for use as fuel by the Kansai Electric Power Company, Inc. at their Mihama, Ohi and Takahama Nuclear Power plants located in Japan.

Assurances from Japan that the material will be subject to all the terms and conditions of the agreement for nuclear cooperation are required. The assurances could not be obtained from the Japanese government at the levels stated under the original application resulting in the submission of this a revised application reducing the Maximum Total Volume of Uranium and Maximum Isotope Weight of the Uranium-235.

Please note the revised application has obligations from Australia (7.6%), Canada (21.3%),

Kazakhstan (16.5%), Namibia (54.6%) and remains unchanged from the original application.
